spray some W-D 40 on it . it will naturally break up the gum substance with a chemical reaction and it won't ruin your clothes, just wash it out after wards with dawn dishwashing soap.

Well one way is to spray the gum with hair spray, let it harden then scrape off the gum gently.
I have personally scraped off all the gum that I could. Then take a cloth put it over the stain and iron with a hot iron. The heat should make the gum loosen and it will go into the cloth. Works for me. Also works with wax.
Put ice on the gum.
Put the shirt in the freezer-when frozen knock the gum off.
First thing to do is put your skirt it the freezer so the gum sets hard then you can chip most of it off.
Now you need it get some eucalyptus oil and rub it on the remaining gum. The gum will start to break down and you can then easily wipe it off. After that give your skirt a warm to hot soapy wash.
If there is still some remaining gum put more eucalyptus oil on it.
I have three kids and eucalyptus oil has saved the day many times.
