You can try cutting it out, which is probably going to be the easiest.
Also, I don't know if they still make this... But there was this soap called Lava Soap, that is really good at taking sap from hands. If you can find that, and you're brave enough to give your cat a bath, that might work.

Try Murphy's Oil, which is a harmless, vegetable based soap. Lava soap is good stuff too.
Baby Oil.
You Do Not Want to use anything toxic on your cat! I would try cooking oil and rinse with worm water. Baby oils and Lava soaps are toxic and you don't need to make things worse with a trip to the vet. Peanut butter works also. I used that on my girls hair to remove gum. Good luck!
