Bleach is not alive so there is nothing to kill. Also, bleach has a boiling point of 217, so if you boiled a bleach water mix, the water would evaporate before the bleach, and you would be left with a liquid that is purely bleach, which means don't drink it.
And yes any fumes that were the result of evaporating bleach would be toxic and probably kill you if exposed for any serious length of time.
