I can suggest you use Methylated Spirit , apply using a cloth or old rag, wipe on,and rinse . Then wash the surface with a little of your own washing up liquid , then rinse
You need to get a solvent based upvc cleaner my partner fits conservatorys for a living. which you can get from a diy store hardware store or glass store . If you have any problems getting hold of any just email and i will ask my partner where to get it.
Try alcohol or carbon tetrachloride.
In the UK you may not be able to buy these but meths does for Al.
Nail varnish remover could work too.
It really depends on the solvent in the pen. have a look at the contents. It may say what you need.
Rubbing alcohol or acetone might work. Also try letting toothpaste sit on the mark for about 5 minutes and then brush it with an old tooth brush. Hope this works for you.
If it's a sharpie marker, try OFF bug spray, aerosol. It works, strange as that sounds. Melts the marker right off it. Not sure what UPVC is though, but check to make sure it won't damage that surface first.
Hairspray! Really - it does work! I've used it on plastics, tiles and clothing! Spray on & allow to dry then brush or wipe off - may take a couple of goes but it does seem to take the marker with it!
i know it may sound really daft but the best way to remove pemenant marker from surfaces is to colour over it with a dry wipe marker leave for approx 30 seconds then wipe off.
This is genuine i promise you it works.

sand it with light sand paper..
its permanant ink PERMANANT its not supossed to come off you should make sure ya dont leave it around the kiddies
