If it is a front loader, I know what's wrong.
Front loaders will not spin if they cannot eject the water. Your filter needs cleaning, or your "Water Out" hose is blocked.
Find your washer instruction book and find out how to open the panel where your filter is. It is usually down the bottom. Remove the panel, open the cap where the filter is - CAREFUL, WATER WILL POUR OUT all over your floor. Have a flat dish handy to catch it.
Now, unscrew the filter or use an old toothbrush to reach into the hose for coins, old gunk from tissues left in pockets, small toys, keys, and your lost ring... there it was!
Replace everything back the way you found it. Replace the panel.
Now your machine is still full of wet clothes, so you have to follow a few more steps.
Open the washer door. Okay - more water on the floor.
Leave it open for more than twenty seconds.
Close it. Spin the machine control knob twice in the correct direction - slowly.
Choose a new cycle and start all over again. Repeat - all over again. Do not try to complete previous cycle.

sounds like a broken belt on the tub. If you can hear the motor spinning, but the tub isn't, the belt underneath the washing machine broke.
its probably the adjatater. this part only cost me 3.00 at sears.
Could be the timer is broken. You'll need a repair tech. for this.
There is also a safety switch which prevents the washer from spinning when the lid is open. Make sure the knub on the lid is there and it is depressing the safety switch when the lid closes.
belt is broken
belt may be broken or the clutch wont switch to spin. call a repair man or get a new used washer.
