Things like this sometimes wear out. I'd suggest washing the plunger mechanism thoroughly in water, clear out all the soap residue. Work the plunger with the pickup tube in just water to see if it works. If not, you are probably out of luck. You might look around for a plunger mech. and cap to replace the original. The cap may not match perfectly, but the body will still be nice. Good luck.
Try cleaning/flushing the dispenser nozzle. Good luck!
Try removing all the soap from the dispenser. Then soak the whole thing, dispenser, pump, etc., in very hot water. Rinse, rinse, rinse. Then fill the dispenser w/ hot water, put the pump in and try to pump the hot water through the dispenser. If this doesn't work, then see if there is something blocking the pump. This has happened to me when I use soaps in a dispenser that have microbeads in them. The beads won't pass through and clog the pump. I've gotten the loose and out w/ toothpicks.
