use a bar of soap, perferably Ivory, or another with no scent, color, etc. rub lighly then wipe with a dry cloth.
Lemon juice and bicarbonate of soda mixed, and scrub well. Rinse with clean water, and repeat until stains have gone.
Cif, bleach & lemonjuice.
Leave it on for a few minutes - let the acid in the lemon juice attack it, and then give it a good rub. The harshness in the cif helps here.

Never tried it but I heard that if you get one of those rubber super balls ( you know the ones that bounce like crazy) and rub across the mark it will take it right off. Don't remember who told me this but hope it works. Just read blackhorse's answer right after mine I think I did hear it was a tennis ball. Just been awhile ago and didn't remember but I think you should try that 1st. Or maybe the magic erasers. Good luck
If they are black heel marks take a stick and put a tennis ball on it and scrub away. It works!! Being a custodian in a high school has taught me a lot of tricks and I always smile when they scuff up the hallways. For harder scuffs go to a janitorial supply store and get Superball. Apply to a rag or towel and wipe away.

MY RECOMMENDATION:
If you have black scuff marks on your wood or linoleum floors an eraser many times will take them off with little effort.
if the marks are from shoe polish, use clear shoe polish and they come right up
I guess it depends on what kind of marks they are, but I used to have a pair of shoes that was always leaving behind black scuffs all over the place. I just took a paper towel and rubbed it with my finger and the mark would come right off.
Really simple, really cheap and no special stuff needed. One day I didn't even have any paper towels, so I just did it with my bare finger and it worked too!
Needless to say, I got tired of those shoes in a hurry and finally stopped wearing them -- too much trouble!
