Try unwinding one wire hanger for each leg and then fitting the V shaped hanger into each leg. The flex in the hanger will keep the fabric tight.

I have several sets of pant stretchers. You might find them at an antique/flea market. I saved them from my mother, and still use them sometimes, especially if I want to 'starch' the jeans.
