have you tried soaking it in milk? if not that was a traditional rememdy and might work.

Spray some hairspray on the ink stains.
This sounds ridicules but , go to Walmart its in the carpet and cleaner section, its called Pets n Kids will take out most stains, pretreat and let it soak in the washer for awhile. If that doesn't work then take them to your local Dry Cleaners and see what they can do for you.
stain remover. not sure what kind of ink it is some might not come out, but normal pen should, might have to do it a few times.
the stuff is like 2 bucks and its in the laundry dept, in like a spray bottle.
Try OXY, if it doesn't work, buy a new shirt. OXY is VERY expensive. Good Luck.
first try straight RUBBING ALCOHOL. if that doesn't do it try GOOP OFF. I just cleaned black ink out of my daughter's white carpet with Goop Off. It smells like lighter fluid so you would have to rewash the shirt after-wards. GOOP OFF comes in several different consistencies... I bought the bottle that LOOKS like a lighter fluid bottle... it's a watery looking consistency
Hairspray or alcohol. rub with spray & wash STAIN STICK! love that stuff!! Wash as usual.
try hairspray, better if you haven't washed and dried it yet.
Hairspray.Spray it on till it's saturated, leave it for a bit and stick it on a hot wash(hot as the material can take) Should remove it :)
Got a couple solutions. Buy some ink and make more spots on the shirt. Use a pair of sizzors and cut the spots out. The third thing is to throw away the shirt and win the prize having the cleanest shirt at the city dump. Or wear it the way it is..
Carpet cleaner section and buy Folex. White bottle with purple writing. I get pen on my clothes often and it takes it out with no problem. It also took out pen on my white carpet when my dog got a hold of a blue pen and ate it. It took out the huge blob of ink and all the blue paw prints around the house. And yes the dog is alive and healthy. even though I wanted to kill him when I woke up to this on 1 day old carpet.
Like you, I've tried and nothing works completely. You are always left with a residual stain. Buy new shirts, and consider dark-coloured ones if you can't break the habit of putting pens in the pockets.

bleach. put water into bowl add small amount of bleach and leave, if the stain does not come out add more bleach, rinse throroughly before putting it into the machine to wash. if you use too much bleach it may wreck your shirt but i guess the shirts are wrecked already so what have you got to loose.
