Atoms or cells depending on which fabric (which are the smallest form of substance known to man). Those atoms and cells form elements or molecules. The elements and molecules form compounds and molecular bonds. These small links make up larger forms that can be seen to the naked eye as fibers.

A fiber is considered the smallest part of a fabric in the fashion industry. (I know this because I have studied fashion for 4 years)And hold a small degree in fashion technology.

To go on and prove to you this is correct. There are two different types of fabric used for any material in the whole world.
The first-Natural fibers. Natural fibers are found to be out of plant or animal substance or something else found in nature like metal ect. They were once something that was living. So another word for it would be organic.

The second is Synthetic fibers. Synthetic fibers are man made fibers that are still made from natural sources. Men would rearrange the composition of the material to create a different type of material and give it a different name. For example, felt can be made from glueing together smaller fibers of wool or some other type of animal hair.
