Whats the best stuff to remove oil stains and hot tire stains from my garage floor?

Buy a commercial-grade degreaser from Lowe's or Auto Zone or wherever. Mix as per the directions.
If you live near a Dollar Tree Store, before you spend a fortune, get a bottle of Awesome Cleaner (orange) at the Dollar Store.
The stuff is great.
It even took spray paint off a wooden table and left the finish!
I've seen people use cat litter to soak up the oil.
Most stores have a product called GREASED LIGHTNING it works well with grease and tar build up give it a try. Or gasoline in a well vented area and scrub it a little but try the GREASED LIGHTNING it is fairly inexpensive:)
A cleaner called TSP--Tri-sodium-phosphate. You can find it at most home-centers or paint stores.
And if you still have an oil stain after cleaning it, you can spinkle some dry cement over it ,and work it in with a broom.
The dry cement will absorb the oil stain.
When I cleaned for the military we used cat litter on the oil spots. If its outside you can put it down and crunch it a little. Some how the cat litter soaks up the oil.
