Is bio or non-bio washing powder (for clothes etc) more effective at 30C?

obviously bio powder is mor effective at lower temperatures as it uses enzymes to degrade biological stains.
Non bio powders work just as a soap - mechanical action. They can be enough to clean in higher temperatures but they will never remove all the stains.
at 30 they both dont work well so the boss says

only difference non bio is for people with alleges or young children. I use non bio all the time
