Krud Kutter (home depot) spray and wash or use a solution of Krud and water and wash off. After you remove I suggest you repaint with Kilz (not generic) so it will seal and not bleed through also seals the odor.
Yes. First dust as much of it away with a feather duster or light duster as you can being careful not to rub it in. Secondly make a solution half windex and half watter and spray it on. let the solution soak for about 15 min. Spray some on a sponge and gentley clean it away. The trick is to clean it off withought rubbing it into the paint or spackling. You can do it but it takes patience and determination.
Do not use water at first it will make it worse. I would try sweeping the soot off the walls/ceiling then wipe the walls down. I would suggest two items you could use to wipe the walls down. Simple Green or Oda Ban both products are natural products and non toxic. Some hospitals use Oda Ban it is a good disinfectant.
I suggest diluting both with water.

I cleaned for the military when they moved out of housing and we had to clean the walls and the ceilings. We used a sponge mop to clean the ceilings and rags for what we could reach. You can use a bucket of hot water and a cap full of bleach. Or if you don't want the smell of bleach you can use pinesol or Mr. clean product.
