When I was a little girl my girl scout troop cleaned old pennies as an activity. We used a mixture of epsom salt and water in a bowl and just soaked them. They shined up really nicely.

Soak them in Coca Cola for 10 minutes. Really really works
Tar-nex cleaner, found at your local hardware store. I swear by this product for siver, copper and brass. You just dip it and rinse (or wipe on a rinse) no scrubbing needed and wow! What a shine! ;)
instead of the vinegar use lemons with salt and some elbow grease
scrouring powder like AJAX. It takes a bit of elbow grease. My mom used to put me on this chore to keep me busy as a kid.

-Hated it.
Try lemon/lemon juice and salt. It has worked everytime for me.
