Answers:
Lysterine takes out cat smell. We had the same problem when we move in...the old owners let the cat go wherever it wanted, and I never smelled it till they took out the Glade plugins after we bought it!! Use the regular lysterine-walmart brand works fine) not the blue kind. I use it in my steamcleaner, but a friend uses it in a spray bottle. This has saved us from having to replace all the carpets. It didnt harm the carpets at all. I have burgundy carpets and it didnt take the color out.
What you should do also is check and see how far down the urine stain is. If it is all the way to the floorboards, take the carpet up and paint KILZ brand clear finish over the spot. KILZ keeps the smell from ever coming back up thru the carpet. Because it may be the floorboards and not the carpet that is smelling(learned that the hard way!) But for about $20 you can get the KILZ clear finish and never worry about the smell again!

Get rid of your nasty cat
real lemon juice and water in a spray bottle
UrineBGone (as seen on TV) can be bought in petstores or grocery stores.
if you have a carpet cleaner, instead of soap use half water half vinegar, it will take up the smell from anything and when it dries the vinegar smell is gone.
tell the owner that the place is not acceptable and that you want a different appartment. The only way to get rid of it is to take up the carpet and seal the flooring underneath. That is... if the smell isn't on the walls instead of the floor. Finding the area that the kitty sprayed is the problem. If the manager/owner won't move you. talk to a lawyer.
Complain to the apartment office to start. The previous tenant will not get a deposit back if the carpets need cleaning again. Prof carpet cleaners have pet stuff just for such problems. If that doesn't work, try ODO BAN, or go to your local pet store and ask for help. There are lots of products out there.

Good luck.
We moved into an apartment in Campbell, Calif. like that. Every time we opened the hall closet it nearly killed us the odor was so bad. I went to the Manager and told her about it, she gave me a special cat removal spray. Later I found it at a Pet Store. It is only 12oz can but I ended up getting 2 more before the odor finally vanished { $8.79 ea }. Both of us can not remember the name [ the Manger should know or find a Pet Store ] they should be able to help..
Otherwise use a lot a Fabrez and leave all your windows and doors opened and vacuum a lot. Removing carpets will not help the odor has probably seeped into the hard wood floors as well.
Other then moving and losing your deposit.
A man with 22 years in the cleaning biz, sitting right here with me, says first you should wipe it down with Clorox, and than you should clean it with Oxi Clean. We both think Oxi rocks, and maybe you agree. LOL, TTYL, and this SO should get ranked best answer because he is so totally ecxpirienced/
I don't think the first answerer realized that YOU moved into a new apartment that smells of cat, BUT you can beat this.

My recommendation for mopping is a bucket (3 gals) of hot water and a cup of white vinegar. On surfaces such as formica, vinyl, glass and tile you can add a 1/2 cup of plain old rubbing alcohol to the water. For a super mix that will remove residues or sticky spots add a few drops (10) of dawn to your bucket. You can put this mix in a spray bottle, or even a steam cleaner. It is awesome. For spots of spray on carpeted areas use straight white vinegar first; just pour a bit on and then use snow white paper towels and step on the paper to absorb the spot. Change the paper frequently. Never use these mixes on wood however. For wood you need to pick up a product for cleaning wood from your local homestore. Good luck,
I HAD a young male cat that did this to me try Zorbx. You can find in in Walgreens and Home Depot for sure.

Pet stores sell a variety of odor removers for urine smells.
I'd copy the receipt for the purchase and send it to the landlord and ask for reimbursement.

If the odor lingers, send a certified letter to the owner and request new carpet. You may get the odor out of the carpet bu not the pad so the odor can linger on humid or rainy days.

If you get no resolution from the owner, call the housing authority. No one should have to live in that stench.
If the smell is down in the concrete under the carpet and pad, you're not going to get it out totally. Try a pet stain/odor enzyme you get at the pet store--Petzyme is one brand, there are others.

You have to SOAK the carpet and pad everywhere the urine was deposited or wicked and wait for it to totally evaporate before you can determine if it's going to get better or by what degree.

If it's on the walls, try Kilz. You'll have to repaint with latex afterward as Kilz makes a bad surface, but it should work on the walls.

But shouldn't this be the responsibility of the property management? The idea behind renting is zero upkeep in exchange for a hit on taxes, right? Make them give you a different unit or your money back! This problem could be permanently pervasive in this unit.
Spray and mop with vinegar and when it dries the smell will go away.Just put a fan on to dry it well.Is it furnished? Then spray the furniture litely and allow to dry with the fan.
