Tarn-X makes a silver tarnish remover that works great, then you'll want a silver polish to keep the tarnish off longer.

Other than that, I've heard of home remedies (vinegar for example) but they never seem to work that great. I think Tarn-X is like $5 a bottle.
Use toothpaste and an old toothbrush to clean it. Make sure it's the paste kind, not the gel kind. My mom never used anything else to clean her jewelry.

I line a glass baking dish large enough to accomodate the item with tin foil. I add 1/4-1/2 cup of baking soda (depending on how large the item is) and put the item in the bottom, then cover it fully with hot water. Let the item soak until all of the tarnish is gone and dry it throroughly (the mineral deposits in the water cause it to tarnish again). Works everytime & it is cheap!
rub on some white toothpaste, then buff with soft cotton cloth. to keep the tarnish from coming back so often, put a couple sticks of white chalk into their box. it will soak up the moisture so your silver will keep their shine.
