Absolutely. That layer of dust and fine dirt can block absorption of some of the cleaning agents and you will not get as clean of a carpet as you want. Also, carpet cleaners (especially home ones) do not have a filter system for hair and dirt. It will just clog up and make it harder to clean.

Yes, you should. If you just start shampooing it, it will pick up all sorts of hair and stuff. Vacuum it really good (move the furniture and stuff) before you start to shampoo.

Definatly and much more than you normaly would. Think of it this way: you wouldn't wipe off the kitchen table and call it clean without removing the dirty dishes from it first.
