That's CLR, and you can find it anywhere cleaning products are sold.
Put some vinegar on cotton,
wrap it around the faucet, the next day it'll look like new.
I use CLR and The works. You can buy them both at Wal-Mart. The works is cheaper. The military uses a company here in Kansas to clean housing after families move out of the houses and they use The Works. It's grate.
Lemi Shine works really well for cleaning faucets and fixtures. It is a natural product so there are no harmful fumes. Wal-mart carries it and so do a lot of grocery stores.
These are the instructions from the website:

To Use: Remove the faucet tips and shower heads and soak them overnight in a bowl filled with 3 cups of water and 1/4 cup of Lemi Shine. Be sure the water is deep enough to cover everything you are soaking. After soaking, just rinse with clean water and replace. Your faucet tips & shower heads will look and work like new! You will find removing faucet tips and shower heads well worth the effort.
