I have an old taffeta doll dress that is stiff, possibly because it got wet or ?? How do I fix this?

Gently wash in Woolite and cold water and air dry. Prior to the end drying stretch to get wrinkles out.
When we were kids, our Mother always sewed us a Taffeta Sunday dress. She would gently wash them by hand in mild detergent. I would use a laundry softener and hang to dry. Then press with an iron on selected temperatures. Should turn out Great !!
