If its dry dont rub it off you'll only ruin the fabric, Paint stores and Home centers sell a product call Goof off put some on the painted area wait 3-5 minutes and gently rub it ot pick it off. Caution! Goof off has a high chemical odor do this outside, it wont change the color of the shirt either

buy a new one.
