There are several commercial cleaners out there, and you want to be careful to not harm the finish of the whiteboard.
I have had some success using a dry-erase marker to color over the stain- it may dissolve it and allow you to erase the whole mess.
Next up in harshness is rubbing alcohol (also in hairspray)- not all permanent markers dissolve in alcohol, but it is the next step up in harshness.
Finally, there is acetone (fingernail polish remover)... be careful with this, as it can etch the surface of the board.

You have to be real careful with this usually acetone, but make it dilute because it will eat through the dry board if you use it too strong. It will take it right off.
WD 40 or nail polish remover could work. I clean the build up of color with shaving cream.

Lacquer thinner will take magic marker off of almost all non-porous materials
I write over the permanent marker with a dry erase marker. Then wipe it off immediately. If that doesn't do the trick, I use a Mr. Clean Magic Eraser.
