WD40. Works on permanent marker too.
Try one of those Mr. Eraser - that should work
And if the Magic Eraser doesn't do the trick (although very good) try nail polish remover or Comet, Ajax both things will get it off for sure.

Before using chemicals, try a regular small chalkboard eraser. I used to be a teacher and would let the kids play in the gym when they didn't have their proper "non-scuff" gym shoes. The catch was that they had to clean the scuffs to save the janitor the work. The scuffs came right off when they rubbed a chalkboard eraser on the floor.
Wear a shoes with hells, stand over the spot and twist your foot over the scuff, it will rub off, very quickly, easily, and with no chemicals.
Mr.Clean magic eraser works wonders.
