What is the best cleaner for getting out pet stains? I tryed everything and the old stains keep coming back?

Nature's Miracle, or Simple Solution may work, but I have a hunch the urine is in the padding and/or floor. If it's only the padding and carpet, remove them and replace. If it's in the floor it has to be sealed before you put down new carpet and pad.
Mix some nappy soaker with a bit of hot water and rub it into the stain. Let it dry and get rid of any dried up granuales with the vacuum.
oxyclean
Thats because the pet keeps comiong back to restain explain to the pet if it goes on she will have to go .
Put moth balls around they dont like the smell
The stains keep coming back because the foam padding underneath the carpet is actually holding the stain. You need a cleaner that really sucks out all of the moisture after it's shampooed. The steam cleaner isn't going to do it. If it continues to appear after that, you'll have no choice but to get the carpet up and replace the padding. Because it's possible after cleaning it over and over again that there is so much moisture under the carpeting and probably under the padding now as well.. To continue doing this will eventually ruin and rot the floor under the carpet and padding and you will probably get mold and mildew besides.
If the pet continues to pee there...forget it because after a while the carpeting will be permanently stained and it will permanently stink and will need to be replaced...which is where I think you are right now.
Can't you keep the pet out of this area? Or house train it. Keep the animal confined to an area that's easy to clean until it is house trained. Many people use cages to confine them if they don't have an area with a vinyl or tile floor that's easy to clean. It sounds horrible, but somewhere down the line if you don't try to correct the problem; you are going to have to accept the expenses, stains and smell involved in having a pet that uses your living quarters for their toilet.
