In CA you cannot dump "brown" water into the storm sewer system, particularly if you use what are considered to be hazardous chemicals like ammonia. We dump ours into the laundry room sink, but we use vinegar to mop our floors. In your case, I think it would be safer to put it down the toilet or in the kitchen sink than to risk being fined for dumping it on the drive.

You're both slightly wrong, but not in a bad way. Don't pour it down the toilet. It'll add unnecessary water to your septic tank OR sewer system. On the other hand, other than adding a slight film of detergent to the surface, it won't hurt the driveway. However, unless you used a high concentration of cleaner such as Mr Clean, it will be safe to pour under your flowers. Not ON them, under them.
I beleive EPA can fine you; I would dump it down toilet.
I mop with vinegar and water and pour it in the flower bed outside the back door.
