Why do my towels always come out rough and scratchy no matter how much fabric softener I use?

You are using too much detergent. You may have to wash the towels once without detergent to get the residue out of them. White vinegar in the rinse cycle will help with that. (one cup in a full machine)
If you are hanging your towels to dry them, be sure that they have been thoroughly spun or wrung out. The more water they contain when you hang them, the more board-like they'll become as they dry.
Also, give the laundered towels a good shake out (make them snap) before you hang them. This helps, but I'm not sure why...just know from personal experience that it does.

If you tumble dry them they will be soft. If you hang out on washing line they will be rough. Must be the fresh air that does it.
Don't put fabric softener on your towels at all cos it stops them absorbing water. Dry them in a tumble drier if you really want to have soft towels, costs a lot more in electricity though.
depends how you dry them.on a radiator, they will become stiff, in a tumble dryer, they will be soft and fluffy

you shouldnt use softener on towels it affects their absorbancy use dryer sheets instead in the tumble dryer
Check with the manufacturers, many of them suggest NOT to use fabric softener. Read the lables. I notise KB above is telling you the same thing.

It's most probably the material. A lot of people like rough towels, they dry better, and don't use conditioner at all.

I've recently started using a laundry ball, and you can't use fabric conditioner with it. I'm surprised at how soft my towels are - I thought they would be hard.
It's the line drying, I think. If it helps, softer towels aren't as absorbent as harder ones.
It could be the detergent your using or maybe your using to much detergent. Try using less detergent and more fabric softener.

How do you dry them?I find if I put them on the clothes line they tend to dry a bit hard.They are much softer and fluffier when put in the tumble dryer.My towels are not all made from the same material.Some are softer than others.

Because you're using too much washing powder.
You need to use about half the said amount for a full load.because the towels are big and bulky, the water tends to foam faster once into goes into the wash cycle.if you have a top loader..put 40 ml Fabric softner in when the machine first fills with water, then another 60 ml when it fills up for the rince cycle.
It should come out fine and fluffy...altho I have no idea what kind of machine you use and if you're using hot or cold water.if you're washing towels...ALWAYS use cold water!
try to boil your towel once in a month, and put few drops of vinegar in the water. this is an old way b ut very effective.
Well, using a dryer will definitely make them softer. What I do to save some money and energy (which is also better for the environment), is I use only detergent, and no fabric softener. I take them out of the washer immediately, and throw them in the dryer with a dryer sheet for only about 20-30 minutes, then I hang them up to dry. Throwing them in the dryer first helps to make them soft as they dry, not hard and rough like if you just hung them up and skipped the dryer. Hope this helps!
Could be that you need soft water, so try a soft water additive.
You could have too many towels in the washer & dryer so they don't clean properly and have residue in them. Don't overdry them.
It could be the fibers themselves, get new towels.
