HEy I just did this a Month ago, had dark tinted windows on a car I bought. The best way to remove the sticky residue I found, was to use a Utility razor blade, one that goes in a holder for scrapping. this worked great, you have to go a little slow, but no glass cleaner or tar remover worked at all, and anything stronger would stink up the car for months. It took about 30 minutes for each window, but they where no longer sticky, and the cost is under 45 for a utility knife and blades (only used two blades total).
