Blue biro comes off clothes with boiling milk. Just get it boiling and dab it on. Not sure about shoes but worth a try.

Hairspray. Never had it fail on any surface of fabric or leather. Saturate the mark and blot with a dry tissue. If you use a towel to dab it, the towel will become discolored.
Aerosol hairspray removes ink from pretty much anything. It even removes permanent marker.
buy a coulor run,or try a bit of salt on area were the ink is in some hot water
