If there is no water in it, you can use CLR or Iron Out or Wink all of which will remove it instantly. I would rinse real well before filling the pool again.

go to a place that sells lime in a bag.
a nursery or apool store.
sprinkle with gloves on on the bottom of pool,
with no water in it.
next get a garden hose ready, get a scrub brush
with handle.
start hosing down the area plus wear a facial mask.
it works..plus next time have the paint store
give paint with lime in it..
