bad news, it is next to impossible to get rid of either smell. If it was a light pet odor, the rest of the answerers would be right on, but, if as you say it is a "bad" pet odor, there is no magic bullet. What happens is that the urine goes through the backing of the carpet into the pad. I do not know any carpet cleaner who cleans pad, hence "carpet cleaner".The only "cheap" solution to this problem is to replace the pad. If you rent, get onto the landlord to pay for this. No one should have to live with that smell ! As for the smoke, well, good luck with that. In the five years i have been cleaning carpet I have never seen any house recover from smoke. Best advice, have the duct work cleaned. Good luck, hoped this helped !
Have the carpet cleaned by a professional company. They have special cleaners for pet and smoke odors.
generally pet stores (Petco) and grocery stores sell carpet cleaning solutions for pet odors and smoke odors. you would have to rent a carpet cleaner and do all the work. if it was me? i'd call my local carpet cleaners and have them do it. at least you know it would be done thoroughly.
First sprinkle baking soda on the carpet. Let it sit there for 1 hour. Then vac it all up. Then wash the carpet with a carpet cleaner or woolite soap suds.

Sprinkle LOTS of baking soda on any upholstery (including mattresses) or carpet, I add ground cinammon & cloves to the baking soda before sprinkling it on. Allow to sit a few days & then vacuum thoroughly. Repeat if necessary. If odor is persistent you may want to enlist a professional steam cleaning service on the upholstery & carpeting. Wash any curtains or removable textiles in warm water and laundry detergent. Try rinsing the walls and windows and any other hard surface with a vinegar or lemon juice & water solution. Air fresheners may help disguise odor or eliminate surface odor but it is best to get any soft furnishings as clean as possible to neutralize smell.
you could shampoo the carpet yourself, many grocery stores rent the cleaners by the day or get it done professionally. stanley steamers is a good one if you have it in your area.
I lived in an apartment that had a cigarette smoke smell in it when I moved in. I opened my windows and washed my walls and mopped my floors with OdoBan. (you can even use vinegar and water mixture) Then I sprinkled baking soda on the carpets and vacuumed.
For pet odor, however I would either call a professional or steam clean with vinegar or Odoban.
