How can I get my stretched out fabrics to shrink back when the laundry here is hand-washed and line-dried?

Make sure the clothing is completely wrung out. It's the weight of the water as gravity pulls it to the lowest point in the fabric once it's hung up. Lie a towel flat and lie the garment on top. Twist it around itself until all the water you can possibly wring out is gone. Also, instead of hanging it by the shoulders or by the hem, drape it over so the line is somewhere in the middle.
It's the line drying that's stretching it. Get it damp again,
and lay it flat on a towel on the floor, a table, countertop,
etc. and reshape it.
