i dont think you can. however you could try ironing the shirt covered with a wet cloth. i know this works for woollens.
Pretty hard to do, but you can gain back some size,
wash in cold water, stretch it out while it is drying. IF it has a little stretch after drying stretch it some more.
It will never go back to what it was. You've constricted the fibers and it is hopeless.
