Nature's Miracle is a product sold at pet stores. It's the same thing they use in morgues to clean up after working on a body.
It costs $5 for a small one, and if anything will work, it's that.

I agree with the previous answer. I have raised dogs for 14 years, and have worked at the "big box" stores also. The only way to get rid of the smell is to remove the vinyl. You can then seal the concrete or subfloor with a premium latex sealer/primer. Good luck
If the urine has gotten under the flooring at all, you will have to remove it and redo the floor to get rid of the odor. Otherwise I agree that Nature's Miracle works well. Although open the windows and don't have anyone over that day because it gets worse before it gets better.
