Mix a few good swigs of bleach in a bucket of water and simply dump it on the patio. Use a broom to sweep it off and away goes the mold and mildew with it. Repeat, depending on the size you are trying to clean.

Oh yes, you don't need to ruin the concrete with a power washer. The new O2 systems work pretty well. For example Oxibrands O-2 Algae and Mold remover or Oxi Shield. Check Ace hardware stores..or was it True Value. These also are gentle to the nearby shrubbery and lawns unlike bleach.
Fill your bucket with either a strong bleach solution or a mildicide. mop using lots of solution. scrub with a stiff brush where you must (I use one with a long handle..saves the knees)

I have used a spray bottle in the past using a solution of bleach and water to kill the mold and mildew. That will stop the mold and mildew in its tracks!
