It will probably shrink, in some fashion, if you wash and dry it in the highest temperature settings you have.
However, I can almost guarantee that you won't get what you want. The knit will not shrink evenly, and you'll end up with a distorted, misshapen version of what you have, not a garment that's correct in its proportions but two sizes smaller. If you know someone who knits, and if you love the sweater sufficiently, you can see if they are willing to unravel and reknit the sweater.
yeah it can be shrunk if you wash it in the wrong way. Just say for example, if it has to be washed in cold water, wash it in hot, and then maybe it'll shrink. Did you buy it too big? or did someone else buy it?

Yes, however the arms may look odd. If you know anyone with an overlocker (serger for the yanks,) they can resize it for you.
I share your dilemma. I've just lost 30 pounds and am trying to recycle as many of my favorites as I can. Some things I have shrunk, but only by 1 size (and then sometimes not all-over - its sometimes just the length or width that shrank). I do it by washing in hot water and then putting in the dryer on the hottest and longest setting. This only works though on things that are high in cotton content. I wonder if it would work better if my washer had a hot wash/hot rinse cycle, but mine rinses with cold water.
If you're handy with a needle & thread, or know someone who might be, then it might be better to take it in or shorten it. (That is, if we're thinking of the same type of jumper. I'm thinking of the 'dress' that is worn over shirts or sweaters. I know in some parts of the world a jumper is a sweater.)
I think the answer may be possibly if you use a hot wash, however my acrylic mix sweater is larger than it was! Perhaps if you tumble dry using the hot setting and do it in stages to see whether it shrinks or not ?

I I guess this would be a bit risky doing the opposite but maybe its worth trying?
A better answer may be to phone the manufacturer and ask them, or take it back to the shop and ask for an exchange.
The tumble dryer is great for shrinking clothing. My husband, size 6 foot 2, often has to bear with his clothes having been shrunk inadvertently when I tumble dry them. T-shirts seem to shrink very well, so do cotton socks, so I think your jumper would also shrink.
