How do I clean a stem iron that is no longer spewing steam.?

Buy a bottle of steam iron cleaner from WalMart, or anywhere where they sell household cleaning stuff. The instructions for use will be on the bottle. It's easy to use and is inexpensive. It's a good idea to give your iron a treatment with this stuff every few weeks, even if it is still steaming, as this will prevent it getting clogged. Another tip is ALWAYS use distilled water in your iron. Never tap water which will put those lime deposits in the iron and this, of course, is what clogs it up and stops the steaming action.

I would use some CLR it usually does the job. Just follow the instructions on the bottle.
dump any water that is in it and fill it with vinegar, let it sit for a day then dump the vinegar and rinse with water, may have to do this more than once if it is really clogged.
a solution of vinegar and water should do the trick. just make sure to get all the vinegar out before you use it on clothes.
