Pouring straight bleach on it should work...unless the dye was in the concrete prior to it hardening.


Portland cement, the primary constituent of concrete, is very absobative and chemically bonds to everything it comes in contact with. Grinding the surface off is likely to be the only way unless you know some sort of acid or neutralizing solution for the dye that will kill its color.
Bleach it. But becareful you could kill off any grass on the border.
