Dampen a clean, white cotton towel with isopropyl alcohol (do not pour alcohol directly onto the carpet), and blot the stain. Repeat until ink is no longer being transferred onto the towel.
You may not get them out-but try a little odorless mineral spirits from hardware store. Dampen fiber only, not backing of carpet. Repeat as necessary or as long as you can still see marker releasing onto white cloth.Rinse with 1 to 10 amonia water final step to remove residue and extract with small shop vac. Permanent sometimes means what it says.
