Why does my dish drainer get dirty when I only put clean dishes into it?

Limescale in the water....sticky residue from washing up liquid dripping from dishes...
best bet is to dry dishes as soon as possible and wipe down dish drainer straight after. Wipe it then with a bit of white vinegar to give it a good clean.

At a guess - the water your using to wash the dishes in drips onto the draining surface and it's got food particles which are organic, so bacteria builds up as it feeds on the organic material. Bleach kills it and shines the stainless steel.
The water that drips off the clean dishes gets built up combining with other stuff in the air. Just wash it from time to time.

The residue is limescale from the water. you could use vinegar or limescale remover.
