To get tar out of clothes use WD40! I'm not kidding...Got an email from a friend listing uses for WD40 and tar removal was one. Go to their website and check it out, I'm sure the uses are on there. Sorry I can't send you a copy; it got trashed by another family member. Just wash the item alone after treating it. I'd be interested to hear if this actually works. Worth a try, right??
try Oxy Clean followed by Tide
There's a product called Goo Gone that most hardware stores carry, it works okay on natural fabrics (i.e. cotton, wool, linen). Not so great on synthetics though.
Added comment: Don't use gasoline, benzene, kerosene, or any other flammable fuels like other people have been suggesting. The risk of getting an explosion is way too high - every year hundreds of people die or are seriously injured trying this. Synthetic fabrics (nylons, rayons, polyesters) can create a static charge that causes the gas to ignite. Even with WD40, make sure you're outside and away from other flammables.
A lot perseverance and vegetable oil and stain remover. Or take it to a reputable dry-cleaners, pay them to do what they feel they can. But don't expect any miracles.
paint thinner, naptha, WD40, or goo gone. One of these should work. If not ,as a last resort, try kerosene or gas.
Try sun tan lotion. That's the only thing I've found that will get the tar off my feet when I go to a dirty beach.
