You need to strip any old wax build-up off the floor. Strip floor with a mild solution of a non-ammoniated stripper diluted in lukewarm water according to directions. Test any chosen stripper in a corner of the room to make certain that it doesn't affect the floor in any way before using.
Rinse and neutralize with a new, clean mop and a white vinegar rinse (1 cup vinegar into 1 gallon of cool water) Rinse again with a clean mop and just plain cool water. Allow floor to dry. Using fresh, clean rayon mop, apply MEDIUM coat of sealer/floor finish. Do not allow puddling or dripping of floor product onto floor. Allow floor to thoroughly dry.
(Optional) Only if necessary, apply a second, THIN coat of sealer/finish. Allow floor to thoroughly dry. To clean, use vinegar and water.
Use a strong solution of ammonia and water -- or you can use 100% ammonia, but be prepared to need some serious ventilation. You might also need to get down with a scrub brush and use elbow grease to get the worst of the grime.
Don't laugh. Try a little coco cola. Pour just a little on to the floor and wait a few seconds, then mop it up. We used to do this in the service to remove old wax. Then was the spot immediately. Try this in an inconspicuous spot first to see how it works on your floor, and if it does only do small areas at a time.
When my grandma moved out of her rental, the floor was nasty. I had to hands and knees it with Comet and an abrasive sponge. The floor had a lot of little grooves and pits, but eventually it came clean.
Good luck!
one cup ammonia and one cup vinegar added to one gallon of water. this will remove wax and other surface dulling substances, eliminate odors, and leave a nice shine without using wax. you may have to mop with a fairly wet mop, allow the water to soak for a few mins, mop up, mix up another bucket and re-mop...to clean up the residue from all the various products you have already used...but once it is really clean you will only have to damp mop for the most part.
hope this helps.

I would use Brite on it. If that didn't work I'd get the floor waxed and it will look better. You might need to get down on the floor with a sponge and clean it that way. I wouldn't use bleach and water. Because bleach eats the top of the linoleum off.
