If you're washing them by hand, sure. Bar soap is more likely to leave a soap residue that dulls your clothes or even looks like white stuff on them.
If you're out of laundry soap, try shampoo, dish soap, or liquid hand soap.

As long as it does not have moisturizers or deoderants in it you can use bar soap in a pinch. If their are any additives, they will attract dirt and become stains that are particularly difficult to remove. Shampoo is actually better as long as it does not have additives like silicone. In either case, rinse the garments in white vinegar to release any soap residue.
No, bar soap is harsh for your skin, so of course it's going to be harsh on your clothes, too. Try clear shampoo or very little dish soap with warm water in the bathtub.

Before there were liquid soaps, there were powdered soaps. Before powdered soaps, folks did in fact use bar soaps to do their laundry. You can still buy Fels Naptha soap today, for that purpose.

Are you hand washing? Are you out of laundry soap? If you have to do laundry and don't have laundry soap... borrow some from a neighbor or put 1/2 c. baking soda in the water that will at least help get the clothes clean in a pinch..
