Whirlpool ThinTwin toploader fills while spinning?

Question:My Whirlpool toploader fills while spinning. This leaves the clothes wet, as the water is still filling until the end of the cycle. It stops filling at other times during the cycle, but always fills during empty and spin. Any guesses as to what would cause this?
