Wash the garment in the hottest water possible for the fabric, adding bleach (color-safe for colored fabrics), then rinse in warm water. Try rubbing alcohol, hairspray, or lemon juice. A product called Goof Off will work, but it can also ruin the fabric dye.
if you can wash the material in a washing machine, rub in toothpaste and then wash it the flouride should remove it
