wet item spray some hairspray leave for a while don't let it dry . scrub with nailbrush
may need to do a few times but will come out
if it's anything EXCEPT gloss it will be water based and wash out.
If gloss paint, well by the time you have finished with the chemicals and scrubbing they won't be fit to wear

if it is gloss paint, try turpentine. If its emulsion and it is dry,
you might as well throw the trousers, as even though emulsion is water based. once it dries on, there is nothing that will remove it. (as I was informed from a paint manufacutrer)
Try soaking in cold water first , depends on the type of paint. If this fails , rub with a little turps then wash straight away, Don´t put the trousers in the washing machine ,or the machine will smell of turps and the next load of washing you put in will smell too. Hang them outside in the fresh air . The smell will dissolve in a day or two
