There are several washing powders with whiteness enhancers or you could try laundry bleach if the fabric is suitable. If the material has been discolored from dye running from other clothing the is a product called Dye-Gone which will remove it.
apply some vinegar on it, then soak it in a detergent, then wash it so that the smell of the vinegar will disappear
After time whites loses its brightness...a dull off gray color comes into turn..believe me i know...i wear whites daily for work...There are enhancers you can use at the store for whites...to take yellowing out as well...Mrs Stewarts bluing which you have to be careful with...if that doesn't work..there is no return of whiteness...just like anything else..it loses it color...
I used to use a special whitening powder called "Acdo" but don't know whether its still available. It worked really well - I use to pile all my whites together so I could use the same solution for a good soak.
As I have got older I avoid buying white clothes and also avoid white lingerie as it looks "off-white" so soon.
