The rubber brooms really do work wonders.
Arm & Hammer has a 'Pet Hair Release' foam that you spray on and let dry, then vacuum up. It releases the static electricity that holds down the pet hair.

It sounds as if the problem is your vacuum. A properly operating vacuum should have no problem picking up pet hair.
You either need to clean your vacuum or get a new one. I have one that picks up all the cat hair, dog hair and people hair in my house and my mothers house. It's a bagless vacuum and I can tell it's working.
Sounds like you need a better vaccum or you need to change your bag or filter, I have two cats & a sixty dollar bagless model and I don't have any problem.
