Isn't there uv sensitive plastic that garbage bags could be made of?

The problem with UV sensitive bags is that in the landfill, most bags are not exposed to sunlight. They are buried.

There is something in development I read about recently. It's made of plant cellulose. Problem is, they can't make it to last exactly as long as necessary to get the garbage out of your house and to the landfill and no longer. That' s a big question because everyone's habits are different. As it is, the newer bags are designed to deteriorate in like 2 yrs.
