yes. i dont know where you live but in large cities there are electroplating companies and mirror re-silvering companies, both can do it.
yes its possible and as another person said you should be able to find someone in a larger city that does it, but if the finish is not completely ruined and the tray is very old you may be detracting from any antique value, have you had it appraised? and areyou sure its plate ?
