Paint thinner will only work on wet oil based paint, not dry or latex paint. I would go to the home center and go to the paint department and by some of the items like Goo Gone and others that claim to remove dried paint and try them. Soaking in TSP, sold at home center, it is an industrial cleaner, may get it out but it may hurt the pants too.

If the paint is dry attempt to pick it off with a very sharp thin blade knife. If it is wet still soak it in warm water not cold then apply a paste of oxy and scrub. It may take several times to get the paint out. If a stain is left, but no paint try washing in washing machine in cold water with a shout color catcher and detergent.
