Probably because the basic ingredients of soap are the same, no matter what color they dye it. The basic ingredient from what I understand is animal tallow for most soaps, with some soaps being petroleum based. When I was a kid we lived in an area with extremely hard water so we used a soap called CoCo Castile - it was actually made from coconut oil - from what I remember the lather on that was white too... don't know if they even still make the stuff - this was years ago
Soap is made by combining just about any type of natural oil and lye. Lye is actually ash added with water and over time it becomes sodium hydroxide. Which can burn the skin, its what they put in Drano.
When both soap and lye are mixed during the process the color is add, which sets in. its called curing. Curing can be both hot or cold. Depending on the soap makers.
If its not cured the lye will burn your skin , or the soap would be too soft to use.
I have seen soaps that had a color when it lathered, but it had to do with the color ingredient that was used. Too much and not a good mixing can cause that to happen. Also how the soap cured.
Most companies that make soap have the process down to a professional level. You would see it more if you bought natural soap made by soap maker. Their coloring are natural, Sandlewood for red, lavendar for purple coloring, etc..
